ABOUT US

FCT Primary Health Care Board was established in 2010 as a major step in addressing the enormous challenge of coordination of Primary Health Care (PHC) activities in the Federal Capital Territory. With defined roles and responsibilities, a clear course for well coordinated efforts to enhance a sustainable impact of PHC activities in FCT was achieved, while FCTA to date is equally committed to supporting and strengthening the capacity of the Board in implementing its mandate through appropriate policy formulation and resource allocation. For the Board to operate in a more organized, strategic and systematic manner, it necessitates the articulation of the vision, mission and core values of the FCT PHCB in 2011, which guides the FCT PHC strategic plan development, implementation and review.

OUR CORE VALUES

As the Board provides guidance and oversight for the provision and efficient running of Primary Health Care systems for all residents of the FCT, it shall:
  • Be responsible for planning and implementation of Primary Health Care services and programs in the FCT.
  • Ensure budgetary provision, monitoring and evaluation of all Primary Health Care services in the FCT;
  • Advise the Minister of the FCT and Area Councils Health Authorities in the FCT on any matter regarding Primary Health Care Services in the FCT.
  • Ensure the development and establishment of policies with respect to the implementation of Primary Health Care Services and programs in the FCT;
  • Recruit, Promote, Deploy , Train and Discipline of all Staff in line with Public  Service Rules;

ORGANOGRAM​

The board is currently still operating on the draft organogram, while the organogram based on the FCT PHCB ACT, 2019, which is ideally compliant to PHCUOR is not implemented possibly due to poor overall performance status of PHCUOR implementation in FCT, as shown in the table above.

The concept of bringing “Primary Health Care Under One Roof” (PHCUOR) was introduced to improve PHC systems. The policy was based on resolution 29 of 54th National Council on Health meeting of May, 2011. It was subsequently backed by the National Health Act of 2014 which mandated 36 States + FCT to establish PHC Boards and LGA Health Authorities (LGHAs) to manage the PHC systems. PHCUOR mandates that primary health system should have one Management structure, one Monitoring and Evaluation and one Plan. The nine pillars of PHCUOR include Governance, Financial structure, Office Set up, Systems Development, Operational Guideline, Minimum Service Package, Legislation, Human resources and Repositioning. Since the passing into law by National Assembly of FCT PHCB, and approval of Primary Health Care Under One Roof (PHCUOR) in 2018 and 2023 respectively, there is a lot more to be done to actualize functional PHCUOR in FCT.
The guiding principles of PHCUOR are;
Integration of all PHC services delivered under one authority.
A single management body
Decentralized authority, responsibility and accountability with adequate capacity to control services and resources
Principle of “three ones”: one management, one plan and one monitoring and evaluation (M&E) system.
An integrated supportive supervisory system managed from a single source.
An effective referral system between and across the different levels of care.
Enabling legislation and concomitant regulations which incorporate the other 6 key principles.

PHCB maintains and coordinates all PHC activities in the FCT:
PHC Services; Coordinates plans, budgets and monitors all PHC facilities and services Human Resources; Recruits, disengages, promotes, disciplines, transfers and retires all PHC staff, Pays salaries and allowances of all PHC staff, and Maintains personnel records of all PHC employees
PHC advisory services; Advice Mandate Secretary of Health & Environment and Area Council HAs on all matters concerning PHC

Achievements in 1st quarter of 2024

Against above background, some of the remarkable achievements recorded in the first quarter of 2024 are outlined below;

Thirty (30) Family Planning Providers from FCT Primary Health Care Facilities were trained on insertion of Hormonal Intro-Uterine Device (H-IUD), and the adequate knowledge and skills they acquired has enabled them to provide quality  Hormonal Intro-Uterine Device (H-IUD) services in their facilities.

Another batch of 30 Family Planning Providers were trained to insert and remove Levoplant and other hormonal IUD.

Adequate family planning commodities were also delivered to the FCT Primary Health Care Facilities.

Clients have access to contraceptives in all FCT PHCs providing family planning services.

Improved client/partners care following male involvement in management of their partners in all service delivery points in FCT Primary Health Care Facilities.

Improved care for the elderly in FCT following intensive regular outreach services.

Improved  facility patronage/utilization following Rotary Community outreach/ Rotary international president community visit.

Two hundred (200) IDP Care Givers were trained on Maternal Infant and Young Child Nutrition

Thirty (30) persons were trained on use of GMP+N Dash board

Conducted baseline survey for dietary sodium reduction in two  FCT communities

1st Quarter 2024 Business plans developed for BHCPF Facilities.

The status of  PHCUOR implementation and 1st quarter 2024  PHCUR score card for FCT determined following assessment using the 9 pillars of PHCUOR.

4th Quarter 2023  FCT PHCB BHCPF retirement documents collated from BHCPF facilities submitted to the National Primary Health Care Development Agency.

Improved data quality at points of capture, and mentoring of facility staff following Data Quality Assessment (DQA).

Baseline assessment of 62 FCT BHCPF Facilities was conducted to determine performance and accountability.
